GENERAL SUMMARY:
The Vice President of Fiscal Services reports directly to the Senior Vice President of Administration and Finance and serves as a key executive leader responsible for shaping and executing the overall financial strategy of Oklahoma State University Institute of Technology. This role provides strategic direction and oversight for a broad portfolio of operational and support functions, ensuring a high level of financial accountability, transparency, and long-term fiscal sustainability. The VP of Fiscal Services plays a central role in institutional strategic planning, particularly in the development and management of financial and budgetary frameworks. The position provides direct leadership and supervision for the accounting, human resources, bursar, technology services, purchasing, auxiliary services, and physical plant departments. Additionally, the VP of Fiscal Services oversees the planning, financial management, and execution of capital projects and facilities operations, ensuring alignment with institutional priorities and responsible stewardship of resources.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
Strategic Leadership & Institutional Stewardship
- Serves as a member of the senior leadership team, collaborating to advance institutional mission, vision, and strategic initiatives.
- Ensures alignment, engagement, and accountability of Fiscal Services staff in support of university priorities.
- Provides leadership in developing, implementing, and monitoring financial strategies, processes, and initiatives that support longterm institutional sustainability.
- Gathers, analyzes, and applies operational data to inform decisionmaking and improve campus effectiveness.
Financial Management & Budget Administration
- Oversees all financial operations of the institution, including budgeting, accounting, financial reporting, and fiscal planning.
- Ensures accurate, timely, and compliant financial reporting across campus and in coordination with the OSU System in Stillwater.
- Manages the institution’s operating and capital budgets, including reporting obligations to the Oklahoma State Regents for Higher Education, OSU and A&M Board of Regents, OSUStillwater, and other agencies.
- Develops and implements financial policies, procedures, and internal controls to safeguard institutional resources and ensure fiscal integrity.
- Identifies and implements costsaving strategies, efficiency improvements, and methods for funding strategic initiatives.
- Oversees and evaluates fiscal and accounting functions across all departments.
Risk Management, Compliance & Internal Controls
- Serves as the campus Risk Manager, coordinating with the OSU Office of Risk Management and the State of Oklahoma.
- Ensures compliance with university, state, and federal fiscal and human resources regulations and provides guidance to administrative units.
- Maintains strong internal controls and audit processes to ensure financial accountability and institutional integrity.
- Reviews contracts, MOUs, and agreements in collaboration with the institutional legal team.
Administrative Oversight & Operational Leadership
- Provides leadership and direction to finance and administrative teams, ensuring effective and efficient operations.
- Oversees comprehensive human resources administration, including employment, recruitment, benefits, compensation, job evaluation, talent development, and employee relations.
- Oversees procurement operations, capital asset inventory, asset disposition, and surplus auctions.
- Provides leadership for technology services, ensuring reliable enterprise systems, adequate training, and protection against cybersecurity risks.
- Oversees Bursar operations to ensure highquality student service, accurate student accounts, and effective thirdparty collections.
- Supervises auxiliary operations—including the Student Union, Cowboy Café, Bookstore, Post Office, and Childcare Center—ensuring sound budget management and facility adequacy.
- Provides leadership for Physical Plant operations, including facilities management, grounds, and custodial services.
- Oversees Public Safety and Environmental Safety functions.
Capital Projects & Facilities Planning
- Manages planning, financial oversight, and execution of capital projects, facilities management, and deferred maintenance.
- Ensures capital initiatives align with institutional priorities and support longterm campus sustainability.
Other Responsibilities
- Performs other duties as assigned.
Requirements
MINIMUM QUALIFICATIONS:

Education:
- Bachelor’s degree in Accounting, Business or related field and five years of experience in higher education or business required. Master’s degree and CPA preferred.
Experience:
- Evidences a history of demonstrating ethical and professional behavior.
- A minimum of five years of progressively responsible finance and leadership experience, preferably in a higher education environment.
Skills and Abilities:
- Ability to work in a positive and effective fashion with all unit leaders and other appropriate internal and external stakeholders.
- Ability to perform complex accounting and fiscal calculations to include forecasting.
- Strong working knowledge of State Regents’ and institutional policies related to admission, retention, financial aid, records, and degree completion.
- An understanding of the character and mission of land grant colleges and universities.
- Ability to work with other department constituents to identify and satisfy fiscal needs.
- Ability to work effectively with diverse populations.
- Ability to perform data analysis and identify statistical trends.
- Ability to allocate resources in a strategic, collaborative and creative manner.
- Ability to excel in a fast-paced, demanding environment.
- Ability to effectively supervise and manage direct reports.
- Ability to develop balanced, successful, and achievable budgets.
- Ability to work toward achieving the strategic plans and goals of the OSU System and OSUIT.
- Comprehensive knowledge of enterprise-level technologies, software, project management, construction and facility infrastructure support services.
- Demonstrated knowledge of office technologies including but not limited to office computers, Microsoft Office, Outlook.
Communication Skills:
- Must demonstrate strong executive-level communication skills, capable of conveying complex financial information clearly to diverse audiences.
- Must communicate strategic priorities and financial implications effectively to senior leadership, faculty, staff, and external stakeholders.
- Must provide clear, consistent direction to teams and foster open, transparent communication across administrative units.
- Must possess excellent interpersonal skills, with the ability to effectively recognize and resolve conflict.
Licensure/Certification:
- Valid Oklahoma driver’s license.
- Certified Public Accountant (strongly preferred).
Working Conditions:
- Ability to work some evenings and weekends.
- Travel required.
- Normal office physical environment; ability to lift up to 25 pounds.
