Northshore Utility District in Kenmore, Washington is seeking an Engineering Supervisor.
Schedule: M–F 8:00am–4:30pm OR 9/80 schedule (M–Th 7:00am–4:30pm, Fri 7:00am–3:30pm with every other Friday off).
Northshore Utility District (NUD) is seeking an Engineering Supervisor with minimum of 10 years’ experience in engineering field with three years direct experience in water supply and wastewater collections. Under general direction and with minimal supervision from the Engineering Director, the Engineering Supervisor plans, organizes, and supervises the day-to-day activities of the Engineering Division to include the work of the Engineering Project Managers and Permit Technicians. The position is responsible for assisting management, planning, design, and delivery of the District’s capital improvement projects, infrastructure, and Developer Extension programs. The Engineering Supervisor ensures that projects are delivered efficiently, within budget, and in accordance with the District standards, policies, and regulatory requirements. This position provides professional, technical, and administrative leadership to assigned staff, supports staff development, performance, and fosters collaboration with internal departments, developers, consultants, and external agencies.
REPORTING DIRECTLY TO: Engineering Director and supervises Engineering Project Managers, Engineering Technician, and Permit Technicians.
Examples of Duties
- Provides planning, engineering, permitting, project management, and resource management services for the District.
- Manage and oversee all phases of capital projects, from planning and design through bidding and implementation, to ensure completion with budget and regulatory guidelines.
- Manages, plans, and organizes, the Development Extension (DE) application, plan review and permitting processes.
- Manages, supervises, and provides directions to assigned staff; coaches, mentors, trains, and develops employees; schedules, reviews and evaluates work performance; and prepares performance reports.
- Reviews, analyzes, interprets, and approves complex engineering construction plans, designs, and documents for conformance to District standards and all related laws and regulations.
- Works with developers, consultants, and staff to ensure compliance with standard details, specifications and other District or permit requirements.
- Analyzes, interprets, and resolves issues or problems related to the design, plan review and permitting processes, mapping, and engineering technical services.
- Provides technical and policy information to the public and developers and meets with complainants to resolve plan review and engineering design problems and maintain positive relations.
- Visits proposed project sites as needed to evaluate on-site and off-site conditions for proposed developments.
- Reviews and approves plan revisions, ownership assignments, easements, bonds, and other documents related to assigned projects.
- Manages a multi-project workload to ensure timely and effective project review and acts as the liaison between the developers’, consultant teams, and District staff.
- Provides Engineering front-counter support and responds to customer inquiries.
- Works with other District staff to improve and streamline internal and external customer service processes.
- Manages and oversees the maintenance of all relevant records, files, and documentation.
- Assist in maintaining standard plans and specifications.
- Prepares Board reports and provides project status updates.
- Assists in planning and budgeting of assigned projects.
- Assists in developing Engineering Department policy, procedures, and practices.
- Assists in coordinating outside agency projects.
- Stand-in as Engineering Director upon request.
- Other duties as assigned.
Requirements
Minimum Qualifications
- Knowledge of the principles and practices of management, administration, supervision, and employee development.
- Full understanding of the operations of a water and sewer utility.
- Highly proficient in civil engineering aspects of design, operation, construction and maintenance of water distribution and wastewater collection systems.
- Highly proficient in the preparation, reading and interpretation of engineering drawings, specifications, and estimates; understands documents and contractual requirements and obligations.
- A strong understanding of development extension or land use agency development application processing and plan review.
- Proficient in all phases of project management.
- Proficient in the development and interpretation of easements, legal descriptions and in obtaining and utilizing field survey information.
- Ability to reliably travel to multiple job sites per week by a method that allows timely arrival. If driving a company vehicle, a valid driver’s license may be necessary since no alternative method of transportation is available that reasonably matches time and cost.
- Ability to deal tactfully with contractors, consultants, permitting agencies and the public.
- Possess well-developed organizational skills.
- Proficient in the use of Microsoft Office Suite, and specialized engineering software.
- Full understanding of District policies and procedures.
- Effective communication (oral communication and interpersonal) skills as applied to interaction with co-workers, contractors, supervisors, the general public, etc.
- Flexibility in accepting assignments.
Experience/Education:
- Bachelor of Science in Civil Engineering.
- A minimum of ten years of employment experience in the engineering field with a minimum of three years direct experience in the wastewater collection or potable water supply industries.
- A minimum of three years each performing review of development projects & capital projects.
- A minimum of three years of direct supervisory experience.
- Completion of FEMA ICS 100, 200, 300, 400, 700, and 800 training within one year of hire for this position.
- Completion of 40 hours of supervisor training within one year of hire for this position.
Licensing Requirements:
- Must possess a Current Washington State Professional Civil Engineering license.
- Ability to travel to job sites as needed by a means that ensures timely arrival. If the duties of the position require operating a motor vehicle where no reasonable alternative transportation method exists, possession of a valid Washington State driver’s license (and acceptable driving record) will be required.
Other Requirements: Reliable and regular attendance, and the ability to work harmoniously with other employees.
WORKING CONDITIONS: Most work is performed indoors in an office environment; however, field work is required. This may include outdoor activities in varying weather conditions and visits to active construction sites. Site visits may involve walking long distances, standing for extended periods, navigating uneven ground, mud, gravel or other rough construction terrain. This position may occasionally require climbing ladders, entering underground vaults, or other confined spaces. Traveling to project sites is necessary and may require transportation by a method that ensures timely arrival, depending on the project, driving may be required where no reasonable alternative exists. This position may require availability for evening, night, or weekend in response to emergencies or project demands. Physical requirements included sufficient mobility, balance, and coordination to move safely through active construction zones, along with the ability to perform tasks that involve fingering, grasping, talking, hearing, seeing and repetitive motions. The role may involve carrying or exerting up to 30 pounds of force occasionally to move or carry objects.
