Requirements
Master’s degree or Bachelor’s degree plus experience/training (FBI, State or general) equivalent to an advanced degree in Criminal Justice or related field of study.
Comprehensive knowledge of the principles, operations and practices of a modern law enforcement agency. Comprehensive knowledge of the scientific methods of crime prevention, crime detection, and criminal investigation. Comprehensive knowledge of principles and processes for providing customer services. This includes setting and meeting quality standards for services and evaluation of customer satisfaction. Comprehensive knowledge of and skill in administrative, supervisory, budgetary and management principles and significant proven administrative and management skills. Considerable knowledge of compliance and training requirements of the Clery Act, HEOA, HEA, Title IX and FERPA.
Demonstrated ability to learn state statutes, motor vehicle statutes, city ordinances and ODU regulations. Demonstrated ability to plan and implement a law enforcement, security, and public safety program for a highly complex, independent educational institution. Demonstrated ability to plan, direct, coordinate and schedule the work of law enforcement employees. Demonstrated ability to manage major divisions of a complex law enforcement agency, major programs involving the delivery of police services, crime prevention, and security services. Demonstrated ability to obtain/manage large/multiple grants. Demonstrated ability to manage/solve complex personnel and service issues. Demonstrated ability to analyze a broad range of law enforcement, security and safety problems and develop and implement resolutions. Demonstrated ability to plan security for unusual activities or special events and lead effectively in emergency situations. Demonstrated ability to communicate effectively both orally and in writing with diverse groups of students, employees and the public. Demonstrated intercultural competence and proven effectiveness in working collaboratively with people from diverse backgrounds including students, faculty, staff, administrators, and community partners. Demonstrated ability to enforce the law equally amongst all persons maintaining the highest standards of integrity, honesty, and tact.
Valid driver’s license with insurable driving record. Certification or documented eligibility to obtain VA Department of Criminal Justice Services certification within 90 days.
Comprehensive related experience in law enforcement, criminal justice, emergency management or related field. Considerable increasingly responsible law enforcement command and leadership experience at the rank of Lieutenant and above. Considerable experience conducting investigations, researching, gathering facts, comprehending legal documents, preparing reports, and interpreting policies and procedures. Considerable experience with current office software, such as Microsoft Office. Considerable experience working with confidential and sensitive matters with the utmost discretion and tact.
Preferred Qualifications:
Completion of executive-level law enforcement training (FBI/NA, LEEDS, Command College, etc.). Considerable police experience in diverse assignments. Considerable police management/executive level experience in an institution of higher education, preferably in a university police department of similar size and complexity to ODU. Demonstrated ability to work collaboratively with a variety of university personnel and personnel from outside agencies. VA Department of Criminal Justice Services certification. CPR, First Aid, VCIN/NCIC certifications.
Conditions of Employment:
This is an in-person reporting position that will not be eligible for telework. The incumbent must possess VA Department of Criminal Justice Services certification or documented eligibility to obtain VA Department of Criminal Justice Services certification within 90 days. They must pass all required background and state law enforcement physical and competency screenings. Completion of Statement of Personal Economic Interests is required upon hire.
