Under the direction of the Executive Director, the Human Resources Manager works within an agency serving adults with mild to profound intellectual and/or developmental disabilities in compliance with local, state, and federal guidelines.  The Human Resources Manager is responsible for the effective, efficient development and management of the Human Resources department.

  • Craft raw data for reports;
  • Custodian of Records;
  • Develop and manage implementation of New Hire Orientation;
  • Report, document, and follow-up on all Workers’ Compensation claims;
  • Attend trainings and workshops on personnel related matters (i.e. Unemployment Compensation, Workers’ Compensations, Employment Law Updates, Leave of Absences, and interviewing)
  • Review Policies and Procedures and implement revisions and additions to insure compliance with labor laws and practices;
  • Analyze, evaluate and make recommendations regarding personnel related issues;
  • Prepare, review, maintain, and custodian of necessary employment and benefit forms and records;
  • Participate in the annual review of agency benefits
  • Prepare and update Job Descriptions;
  • Develop and implement training program;
  • Chairperson of the Safety/Injury and Illness Prevention  (in accordance with Labor Code 6401.7 (S.B.198 and General Industry Safety Order 3203);
  • Participate in reviews and inspections;
  • Professionally and respectfully represent the agency, caseloads, departments, and components;
  • Conduct regular audits and assessments of personnel files and programs;



  • Proof of legal status to work in the United States will be required at time of hire;
  • Possess a valid California Driver’s License, a vehicle for daily travel, and auto insurance at time of hire and throughout employment (employment is contingent upon favorable DMV report and approval of Agency insurance provider throughout term of employment).
  • Must be able to obtain favorable results of pre-employment fingerprints, and drug screen; and
  • Must be able to conform to applicable laws, rules, and regulations pertaining to Title 17 and Title 22 of the state of California.

Minimum Employment Qualifications/Competencies



  • Bachelor’s degree in Personnel Administration or a closely related field.


  • Four (4) years’ experience in positions related to personnel administration.


  • Three (3) years’ experience in management and administrative functions of personnel administration (preferred)
