Drive the future of our region's water security as the Highlands Ranch Water & Sanitation District's Water Resources Manager!
This pivotal role performs professional work in water rights and water diversion and storage facilities development, representing the District’s interests. The Water Resources Manager coordinates the activities needed to implement goals, objectives, policies and procedures necessary for the water resources section to ensure that sufficient and reliable water is acquired for the District’s water supply, and that sufficient diversion and storage facilities are developed to achieve the goal of a never-failing water supply system for the District.
Essential Duties and Responsibilities
- Perform and coordinate water supply planning activities such as technical analyses, evaluation of acquisition opportunities, contracting, and water court proceedings.
- In conjunction with the Public Works and Engineering Department, plan and develop water resources engineering projects concerned with the District’s water rights and water supply facilities.
- Coordinate water rights protection and development activities involving consultants and legal advisors.
- Provide technical support for negotiations and lawsuits. Negotiate settlements and agreements related to acquisitions, water court proceedings, and water project developments.
- Prepare and present items submitted to the Board of Directors for action.
- Coordinate the collection, analysis, and maintenance of engineering, economic and financial data reports, correspondence, and legal filings relating to the District’s water resources activities.
- Consult with management, other departments, and staff on the planning and scheduling of raw water operations.
- Oversee the legal and regulatory status related to the water system.
- Maintain working contacts with other private and public sector organizations in order to achieve program objectives. Represent the District’s interests at meetings of various organizations.
- Develop and administer consultant contracts for the water resources section
- Monitor proposed water rights and water quality legislation.
- Develop and administer the water resources section budget.
- Prepare a variety of memoranda and reports concerning water supply and development.
- Manage existing water supply contracts.
- Manage a variety of interrelated and complex water supplies and facilities development projects designed to operate with one another over a long period of time.
- Make presentations and recommendations to staff, the Board of Directors, and other groups related to water resources.
- Assist other sections as needed to complete the goals of the organization.
- Perform other duties and special assignments which may be outside normal/routine job duties.
- Serve as a member of various water resource groups throughout the State of Colorado.
Desired Minimum Qualifications
- Graduation from a four-year college or university with a Bachelor of Science degree, Civil Engineering is preferred. Undergraduate or graduate degrees in other related engineering or science disciplines, environmental sciences, hydrology, or law will be considered.
- A minimum or five years of progressively responsible experience in water resources, engineering, water law, or a closely related field, preferably in the state of Colorado.
- Must possess and maintain a valid Colorado driver’s license with an acceptable motor vehicle record.
- Professional Engineer certification in the state of Colorado is preferred.
- Availability to work during non-scheduled hours when necessary.
Necessary Knowledge, Experience, Skills and Abilities
- Extensive knowledge of Colorado water law.
- Strong verbal and written communication skills, effectively able to take direction and give direction to others.
- Read and understand technical literature, blueprints, and equipment operations.
- Extensive knowledge of Colorado water law.
- Thorough knowledge of the principles, techniques, and methods of water resource engineering.
- Ability to plan, schedule, and manage a wide variety of projects.
- Ability to organize, coordinate, and supervise the work of others.
- Ability to evaluate complex technical and legal documents and prepare recommendations for District actions.
- Ability to maintain complex data, reports, and records in a manner conducive to efficient utilization.
- Ability to plan for the District’s short-term and long-term water resource needs.
- Ability to understand the various computer models and tools available and make recommendations on their use.
- Ability to prepare, administer, and control budgets.
- Ability to work with minimal supervision and exercise independent judgment, while balancing the need to get outside/expert opinions on complicated problems.
- Work with and manage people from diverse backgrounds and points of view as part of a team including conflict management, team building, strategic planning, and performance management.
- Establish and maintain effective working relationships with employees, supervisors, other departments, officials, the public and other private and public sector organizations, and work with people from diverse backgrounds and points of view as part of a team.

Supervision Received
Works under the broad policy guidance and direction of the General Manager.
Supervision Exercised
Exercises supervisory direction over the Water Rights and Resources team and other staff as assigned.
Work Schedule
This is a full-time position working 40 hours per week, typically between the hours of 8:00 a.m. to 5:00p.m., Monday through Friday in the office. Some early morning, evening, and weekend meetings and presentations may be required. Regular and predictable attendance is an essential function of the job.
Tools and Equipment Used
Personal computers, including Microsoft Windows, Office 365, spreadsheet and database software, web-based software systems, calculator, desk and cell phone, MFP copier/scanner, general office and breakroom equipment, etc.
