Summary
Under the direction of the PRC Co-Director, the PRC Manager, Compliance Auditing assists the Co-Director in the fulfillment of the PRC’s responsibilities as defined in the Cuyahoga County Charter. This includes managing the PRC’s auditing of and reporting on Cuyahoga County’s compliance with federal, state and local laws regarding personnel matters within the County Executive’s organization and departments and on issues defined in County Charter Section 9.02 (3). The Manager, Compliance Auditing supervises the PRC’s audit/compliance staff and other assigned staff. The Manager, Compliance Auditing assists the Co-Director with various administrative duties and administers the PRC’s records retention function.
Essential Job Functions
Manages the PRC’s compliance program. (approximately 50%).
a. Collaborates with the PRC Co-Director to define the scope of the PRC’s compliance program.
b. Recommends and implements compliance audit protocols and auditing/reporting schedule.
c. Manages the compliance program to ensure deadlines are met and schedule is followed.
d. Collaborates with Human Resources and IT to identify data resources.
e. Collaborates with Internal Auditor and Inspector General to share information and address audits of mutual concern.
f. Collects data including payroll, personnel and other records necessary to assess County’s compliance with local, state and federal employment laws and on issues identified in Cuyahoga County Charter Section 9.02 (3).
g. Verifies data accuracy and works with source document owners to resolve errors and discrepancies.
h. Analyzes data to conduct audit compliance with local, state and federal laws and Charter Section 9.03 (2).
i. Interprets policies, technical materials and collaborates with legal counsel to interpret legal matters.
j. Identifies compliance issues that require follow-up or further investigation.
k. Develops follow-up audit schedule and conducts audits to ensure audit findings are addressed.
l. Partners with Co-Director to recommend improvements to HR practices to improve or achieve compliance.
a. Prepares detailed reports on audit findings and presents them to PRC Commissioners.
b. Reviews and researches best practices in HR compliance and applicable trends to recommend compliant HR practices.
c. Maintains current awareness of County HR operations, policies and practices to ensure the PRC’s compliance program covers full scope of applicable laws and regulations.
Supervises the PRC’s audit/compliance staff and other assigned staff. (approximately 25%)
a. Assigns tasks and reviews employee work.
b. Determines work schedule and priorities.
c. Reviews requests for time off and approves time sheets.
d. Prepares employee performance appraisals.
e. Provides coaching and guides professional development of staff.
f. Assists Co-Director in interviewing applicants and making hiring recommendations.
g. Assists staff with problematic situations.
h. Recommends and enforces disciplinary actions.
Assists the PRC Co-Director and legal counsel in legal matters facing the PRC’s Compliance audit responsibilities. (approximately 10%)
a. Collaborates with Co-Director and legal counsel to address legal issues identified in compliance audits.
b. Assists Co-Director in researching proposed HR policy changes and preparing recommendations regarding same.
c. Collaborates with PRC management in developing new procedures, rules, etc.
d. Assists Co-Director in drafting final proposed policy, procedure and rules language.
e. Ensures current employment and labor laws are posted in the PRC workplace.
f. Participates in professional development activities to update knowledge base, develop colleague resources, and maintain relevant certifications.
Assists the PRC Co-Director with various administrative responsibilities. (approximately 10%)
a. Collaborates with PRC leadership to identify and achieve strategic goals of the organization.
b. Attends PRC meetings, County Council meetings, safety meetings and other meetings as directed.
c. Supports the Co-Director on various special projects related to PRC compliance operations.
d. Participates in PRC senior leadership meetings and general staff meetings; prepares information and materials to present to staff for training purposes.
e. Assists Co-Director in various administrative tasks regarding budget, procurement, contracting and other business operations of the agency.
f. Assists the Co-Director in preparation of various reports, summaries and strategic recommendations.
g. Represents the Co-Director as needed to various stakeholders, entities or public officials.
Administers the PRC’s public records functions. (approximately 5%).
a. Seeks legal counsel as needed on public records requests and related issues.
b. Researches public records requests to determine if requester fulfilled necessary obligations of a request.
c. Determines PRC’s obligation to fulfill specific requests and any exceptions that apply to a request (e.g., trade secret exception).
d. Prepares written responses to requests.
e. Gathers requested records to respond to public records requests.
f. Provides requesting party with public records as appropriate and obliged.
g. Establishes internal policies to ensure the PRC’s records maintenance activities adhere to applicable laws.
h. Prepares and maintains PRC’s Records Retention Schedule.
i. Administers the periodic destruction of records per the PRC’s Records Retention Schedule.
j. Collaborates with IT staff, County’s records officers, etc. in the production of records, including ensuring exempted records are not released without PRC waiver.
k. Attends meetings of the Public Records Commission as needed.

Requirements
Minimum Requirements
This position requires a graduate HR Management degree or certification (HRCI-SCP, SHRM-SCP or PSHRA-SCP) from an accredited program, including at least five years of senior level experience in public sector human resources management, including experience with Ohio civil services laws and other state and federal laws regarding personnel matters; or an equivalent combination of education, training and experience.
