City of Elizabeth City, North Carolina
The City of Elizabeth City, North Carolina is seeking an experienced municipal finance professional to serve as its Director of Finance and statutory Finance Officer. This leadership role provides strategic oversight of the City’s financial operations and ensures compliance with North Carolina financial statutes and Local Government Commission requirements.
The Director of Finance serves as the City’s chief financial advisor to the City Manager and City Council and is responsible for safeguarding public funds, strengthening financial controls, and supporting sound fiscal planning for the organization.
This position reports directly to the City Manager and oversees accounting, budgeting, financial reporting, debt management, internal controls, and audit coordination for the City.
Key Responsibilities
Serve as the City’s statutory Finance Officer under the North Carolina Local Government Budget and Fiscal Control Act (G.S. Chapter 159)
Direct municipal financial operations including accounting, payroll, purchasing, accounts payable/receivable, and revenue collection
Maintain financial systems in accordance with GAAP and Local Government Commission standards
Ensure compliance with pre-audit requirements and budget ordinance controls
Coordinate preparation of the Annual Comprehensive Financial Report (ACFR) and manage the annual external audit
Assist the City Manager in developing and administering the annual operating and capital budgets
Manage City investments, debt obligations, and long-term financial planning
Strengthen internal controls and financial policies to ensure transparency and accountability
Provide financial analysis and guidance to the City Manager and City Council
Requirements
Bachelor’s degree in accounting, Finance, Public Administration, or related field
Minimum five (5) years of progressively responsible governmental finance experience
Experience with governmental fund accounting and financial reporting
Demonstrated supervisory or leadership experience
Preferred Qualifications
CPA, CGFO, or similar professional certification
Experience serving as Finance Director, Deputy Finance Officer, or senior municipal finance leader
Experience with debt financing, enterprise funds, and capital planning
Familiarity with North Carolina Local Government Commission processes
Additional Requirements
Must be bondable and eligible to serve as the City’s statutory Finance Officer under North Carolina law.
