- Assistant City Manager
Description
Under the administrative direction of the City Manager, performs highly responsible administrative and managerial work in assisting the City Manager with the supervision and direction of City programs and projects. Incumbent has direct responsibility for supervision of departments/agencies which may include public works and utilities, engineering, planning and economic development, and community development/grants as assigned. Work is performed with considerable independence. Work is reviewed through observation, conferences, reports, and results achieved. Performs other work as required.
ADA REQUIREMENTS: Individual’s sensory modalities (vision and hearing) and physical capabilities (ambulation, strength, coordination, dexterity, range of motion) must be sufficient to perform the Essential Functions of the position.

- Manages, oversees, and improves operations of assigned departments and directs and evaluates the work of staff. Consults with assigned staff to review work requirements, status of work, and problems; assists with complex or problem situations; provides direction, advice, and technical expertise.
- Reviews and/or prepares various forms, reports, correspondence, draft correspondence, technical study reports, agenda item requests, draft legislation, developer plans/applications, citizen inquiries, job applications, invoices, budget reports, grant documents, contracts, codes, rules, regulations, statutes, policies, manuals, reference materials, or other documentation; reviews, completes, processes, forwards, or retains as appropriate.
- Communicates with City Manager, City officials, employees, City departments, government agencies, engineers, developers, contractors, consultants, vendors, Chamber of Commerce, applicants, customers, the public, the media, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive direction.
- Responds to complaints and questions related to City/department operations; provides information, researches problems, and initiates problem resolution.
- Assists the City Manager with the overall management of City programs, projects, and policy adherence or modification as needed.
- Serves as Acting City Manager when requested.
- Completion of a master’s degree from an accredited college/university with a major in Public Administration, Urban Policy, Business Administration, Engineering, Planning or a related field. At least five years’ experience as a City Manager, Assistant City Manager, or Department Head in a municipal or project management environment, or any equivalent combination of acceptable education and experience as determined by the City Manager.
- Must possess a valid Florida driver’s license with satisfactory driving record held throughout employment. Applicants may possess a valid out of state driver’s license and obtain the Florida driver’s license within 10 days of employment.
- Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through personal contact, the use of the telephone and/or other City-issued technology devices. Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach and twist under desks and around furniture; to lift, carry, push, and/or pull moderate to heavy amounts of weight up to 20 lbs.; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
- Ability to establish and maintain effective working relationships with fellow employees, supervisors, division and department heads, public/private sector contacts, and City contractors.
- Knowledge of municipal planning, code enforcement, economic development, public works, water and sewer system, and land use issues.
- Ability to build and function as a member of an effective team.
- Knowledge of local, State, and federal laws, rules, and regulations as applied to the activities and programs of municipal government.
- Skill in current management, budget, finance and administrative practices.
- Ability to build cohesive unit from diverse departments.
- Ability to communicate clearly, both orally and in writing.
- Ability to plan, assign, direct, and evaluate the work of subordinates.
- Ability to establish and maintain effective working relationships with others.
- Ability to prioritize and manage multiple tasks and projects simultaneously.
- Ability to read and interpret reports presented by consultants and other departments and to make succinct and concise summaries of such reports.
- Ability to operate office equipment such as a personal computer and standard computer access analysis utilization programs (such as Word, Excel, Power Point), calculator, fax machine, copy machine, and telephone.
